Fair Chance to Advance
Millions of Americans with records of arrest, conviction, or incarceration face significant barriers to education, employment, and economic mobility. Overcoming these challenges requires more than individual programs—it requires better coordination across corrections, workforce, education, and human services systems, supported by secure, connected data. Coleridge is proud to partner with Jobs for the Future (JFF) on the Fair Chance to Advance (FC2A) State Action Networks, a multi-year initiative made possible through a $19.5 million investment from Ascendium Education Group. Together, we are helping states build the data infrastructure, cross-agency partnerships, and analytical capacity needed to improve education and workforce outcomes for justice-impacted individuals.
Building a Statewide View of Community College Outcomes
Coleridge is expanding its work with Achieving the Dream by bringing linked education and workforce insights to community colleges across the state of Ohio.
Connected Data to Improve Health and Community Outcomes
Health outcomes are shaped by much more than what happens within the health care system. Employment, housing, access to public benefits, and other economic and social conditions can all influence individual and community well-being. Yet the administrative data needed to understand these connections often remain separated across agencies and systems. With support from the Robert Wood Johnson Foundation (RWJF), Coleridge is leading a two-year, $1.5 million project, Demonstrating the Value of Administrative Data for Statewide Equitable Data Infrastructure, to help states build a more connected view of these factors. The project will link health data with workforce, housing, benefits, and other administrative data to generate actionable insights into how structural factors affect health outcomes and access to care.
Regional Learner Data Collaborative: Connecting Education and Workforce Data Across State Lines
Education and labor markets don’t stop at state borders. Students may attend college in one state and build their careers in another, while employers increasingly draw talent from across regions. Yet states often lack the connected data needed to understand these pathways and how they shape regional economies. With support from ECMC Foundation, Coleridge is developing the Regional Learner Data Collaborative (RLDC), a multi-state initiative focused on the Appalachian and Delta regions. The two-year project will bring states together to strengthen connections among postsecondary education, workforce, and economic development data and build a foundation for understanding learner and worker mobility across state lines.

Prison Education Programs Data Infrastructure
Funded by Ascendium Education Group and conducted in partnership with the State of Arkansas, this project will develop a comprehensive, linked data infrastructure to measure prison education programs. This resource will support analyses of educational opportunities in prisons and help estimate how effective these programs are in promoting post-release success.
Temporary Assistance for Needy Families (TANF) Data Innovation Project (2017-2024)
The TANF Data Innovation (TDI) project is a national initiative that aims to expand the routine use, integration, and analysis of the Temporary Assistance for Needy Families (TANF) and employment data to improve outcomes for families and program administration. It is jointly funded by the Office of Planning, Research, and Evaluation (OPRE) and Office of Family Assistance (OFA) of the Administration for Children and Families (ACF), a division of the U.S. Department of Health and Human Services (HHS).
Modernizing Statistical Processing Pipeline (USDA)
Coleridge Initiative, in collaboration with USDA’s Economic Research Service (ERS), works on streamlining and updating the code used to process the Agricultural Resource Management Survey (ARMS) and U.S. Agricultural Productivity (USAgP) data products.
Creating a New Data Infrastructure for Foreign-Born Scientists and Engineers: Data, Analysis, and Use
Funded by NSF through America’s DataHub, the Coleridge Initiative, the Kentucky Center for Statistics (KYSTATS), Heldrich Center for Workforce Development, Rutgers University, and the Arkansas Department for Transformation and Shared Services, Division of Information Systems are working together to examine what different federal and state data sources can tell us about foreign-born scientists and engineers in the US. We’re comparing official statistics and looking for innovative ways to measure returns on US investments into these scientists.
Democratizing our Data Challenge
Funded by philanthropic organizations, the Democratizing our Data Challenge gave states an opportunity to develop data products and collaborate across jurisdictions. The Challenge was designed to develop and scale innovative product ideas for understanding public policy and programs.
